It is a sort of a love song - only sort of, because it is love blocked by fear and self-resentment. A person loves another person for their true nature, but feels like this person is better than them in a way, so they will not let themselves fall completely in love. They both want to achieve freedom through love, but freedom is not possible when you`re afraid of something (e.g. that you`re not good enough). These lyrics are pretty straightforward, so I think they are speaking for themselves.
